The lack of appropriate NPP site selection in China motivated most of the coastal provinces to focus their policy on developing nuclear project for the local industry. Several provinces listed nuclear into their long-term economic development programs, such as Hainan province, Guangxi,Guangdong, Fujian, Zhejiang, Jiangsu, Liaoning etc.

As a result, Shandong, which hosts Haiyang, Rongcheng and Shidaowan projects is taking the lead of such program

The Authorities from the Shandong province recently published the mid and long-term energy development Plan. The government intends to create a national coastal nuclear base for Eastern China, to boost its local economy.
