The lack of domestic facilities and expertise in emerging countries does not let any alternative than sending the students in overseas program. In the case of Egypt, the government budgeted a cost of USD 2,500 per month/student. Turkey faces the same situation for Akkuyu project. The local universities are unable to perform any training for operation and management in nuclear power plants. Only Rosatom can select the candidates. Each of them has to sign for 15 years contract and in case of breach, the penalty has been fixed to USD 50,000 for the student.

The Egyptian-Russian University, let by Dr. Sherif Helmi, launched the first program of nuclear engineering; this program is the first of its kind in the Middle East and Africa. The program first target is Dabaa NPP project.
The program of two and half years will be spread in in two parts, with a large part in Egypt and then Russia. The graduation will also be recognized in Russia.
