Following the intergovernmental agreement signed by the Russian Federation and the Turkish Republic in Ankara on May 12 , 2010 for Turkey’s first NPP “Akkuyu , the presence of ROSATOM-CICE&T (Rosatom Central Institute for Continuing Education and Training ) in this project was first outlined during the visit of ROSATOM-CICE&T delegation to Ministry of Energy and Natural Resources of Turkey in 2015, then representatives of Ankara Chamber of Industry hold visits to ROSATOM-CICE&T in November 2016. Subsequently on 28 February 2017, the delegation from Nuclear Industry Association in Turkey (NIATR) which is an umbrella institution for Turkish companies to include NPP projects visited ROSATOM-CICE&T to trace the prospects for potential cooperation.
In that visit, NIATR invited the expertise and experience from ROSATOM-CICE&T to help to support both the national nuclear programme and expand overseas especially in the Middle East and Africa.
Currently on 08-09 March, during the IVth International NPP Summit which is the biggest nuclear forum that gives the opportunity for domestic and international stakeholders to exchange information, establish the links and discuss their roles in the process of localization of NPP construction in Turkey and other countries, the delegation from ROSATOM-CICE&T was in Istanbul for the occasion.
On the first day of the Summit, two Russian parties – the ROSATOM-CICE&T and the Training Centre for Personnel of the Nuclear Industry Construction Sector (TCP NICS) – signed a Memorandum of Understanding for cooperation in the field of training of human resources for the construction of nuclear power facilities with the Ankara Chamber of Industry.
The Memorandum was signed by Mr Yuri Seleznev, the rector of the ROSATOM-CICE&T, and Mr Viktor Opekunov, the Chairman of the Board of Trustees of the TCP NICS, from the Russian side, and Mr Yavuz Cabbar, the Secretary General of the Chamber, from the Turkish side.
Mr Yury Seleznev evaluating the agreement said : “The participation of the national industry in the construction of a nuclear power plant, as well as any other nuclear power facility, enables the country to achieve a higher level of national technical development. At the same time, it is important to harmonize the standards and qualification requirements of the vendor country and the standards of the regulatory authorities of the country where nuclear power facilities’ construction is being implemented. I am sure that significant experience in this sphere gathered by Russian educational institutions will contribute to successful realization of nuclear infrastructure development being made by Turkey as well as localization of construction of nuclear power facilities in the Republic.”
Through the established cooperation, the parties agreed to organize a series of activities in the field of E&T between Russian and Turkish organizations including universities for medium and near term implementation.
