In 2017, except for Fuqing Unit 4 and Yangjiang Unit 4, the commissioning and commencement plans for other nuclear power units in the “Guide for Energy Work in 2017” issued by National Energy Administration have not been realized.
Currently, new nuclear power projects which have been declared with approved conditions, include Liaoning Xu Dabo 1, Guangdong Lufeng 1, Zhejiang Sanmen II and Shandong Haiyang Phase II, as well as Shandong Shidaowan project which is planned to adopt CAP1400 technology. Among them, Shidaowan project has passed the NNSA’s safety review.
The insiders generally believe that one of the important reasons government delayed the release of new nuclear power projects is that the world’s first AP1000 nuclear power project – Zhejiang Sanmen NPP has not yet put into operation. Sanmen Nuclear Power Unit 1 failed to charge for loading because it did not obtain a fuel loading permit. For safety reasons, China’s top level requires nuclear safety regulators to re-evaluate whether the unit has met with the loading conditions.
* In February 2017, the “Guide to Energy Work for 2017” formulated by the National Energy Administration pointed out that Sanmen Unit 1, Fuqing Unit 4, Yangjiang Unit 4 and Yang Unit 1, Taishan Unit 1 were planned to be completed within this year, and the new installed capacity of 6.41 million kilowatts; And to actively promote the project approval, planning to start eight units Within 2017.
