China plans to set up the Ministry of Energy

China plans to set up an energy ministry to supervise the huge-scale oil, gas, coal and electricity industries, as part of the government agency reform plan aimed at improving the efficiency of decision-making.

The newly established Ministry will replace the existing National Energy Administration (NEA). NEA was established 10 years ago and is a subordinate unit of the National Development and Reform Commission (NDRC).

Sources said that the New Ministry of Energy will no longer be affiliated with the National Development and Reform Commission and will be responsible for energy-related functions that are currently scattered in many government departments.

The National People’s Congress attended a briefing on the State Council‘s institutional reform plan on March 13th.  China will also reform its financial regulatory agencies and may merge different agencies to enhance its financial risk control capabilities.

It is not clear who the new minister of energy is. At present, Nur Bekri serves as Director of NEA and Deputy Director of the National Development and Reform Commission.
