On August 21, The Badan Pengawas Tenaga Nuklir (BAPETEN), which is the Nuclear Energy Regulatory Agency of Indonesia through the Directorate of Nuclear Installation and Licensing Permit (DPIBN), held a workshop entitled Design and Safety Requirements for High Temperature Gas-Cooled Reactor (HTGR), in Yogyakarta (on the island of Java).
The 5-day workshop aimed to provide an overview of the safety requirements and design of HTGR-type reactors to relevant stakeholders such as academics, the Badan Tenaga Nuklir Nasional, known as BATAN (the National Nuclear Energy Agency), and BAPETEN Evaluators.
The Workshop of National Design and Safety Requirements for High Temperature Gas-Cooled Reactor is held by IAEA TC Project (INS 9026/9004), featuring three IAEA experts, Naoki Hirahuma, as IAEA Representative, from Nuclear Safety Officer, Safety Assessment Section, Division on Nuclear Installation Safety, Department of Nuclear Safety and Security; Yoshitomo Inaba, IAEA Expert of HTGR Hydrogen and Heat Application Reseach Center, Japan Atomic Energy Agency; And Li Fu, IAEA Expert from the Institute of Nuclear New Energy Technology (INET), Tsinghua University, PR China.
The Head of BAPETEN Jazi Eko Istiyanto, said in accordance with Indonesian regulations, the next stage after the issuance of the permit site is a design approval. “BATAN has initiated discussions with BAPETEN regarding the documents to be submitted in the application for design approval. Therefore, BAPETEN requested IAEA to organize a national workshop on safety and design requirements of HTGR “.
Jazi added that the implementation of this workshop will improve BAPETEN in terms of institutional capacity when conducting HTGR reactor design evaluation, and provide recommendations to applicants to meet licensing requirements at the design stage.
In addition, Jazi emphasized the importance of a multilevel approach in conducting safety evaluations. “A multilevel approach should be an important consideration in safety evaluation. Since BATAN proposed a 10 MWth HTGR design, BAPETEN asked the IAEA to provide suggestions and recommendations on how to evaluate reactor designs based on a multilevel approach, “he added.
The workshop agenda includes a number of presentations, such as introductions submitted by IAEA representatives, nuclear surveillance frameworks by the Director of Nuclear Installation and Licensing Permits, design safety requirements regulations by the Head of Nuclear Reactor Permission Sub directorate and Materials, safety requirements and detailed HTGR design requirements of each expert.
