New nuclear regulations in Turkey

The regulation on “the construction supervision of nuclear power plants” of The Atomic Energy Authority of Turkey (TAEK) is published in the Official Gazette, on March 31, 2017.
According to the regulation, the construction, manufacturing and assembly activities of nuclear power plants will not be started until the nuclear power plant founder and of nuclear power plant construction supervisory organization signed the service contract and will present it to the Turkish Atomic Energy Authority.
As a result of the evaluations made and the result of the examination, the scope of authority shall be determined and the authorization certificate of the nuclear construction supervisory organization shall be given for a period of 5 years.

Another regulation on “Operating Organization for Nuclear Power Plants, Operating Personnel Qualifications and Training and Operating Personnel Licenses” is  published in Official Gazette on 05.04.2017.

Accordingly, the person authorized to install and / or operate the nuclear power plant is responsible for the safe and secure operation of the nuclear plant, the training and supervision of the operating personnel, taking into account facility characteristics, licensing conditions, regulatory requirements and relevant legislation.

Another one on “Management Systems in Nuclear Facilities”, is published in the Official Gazette on 08.04.2017. Accordingly, organizations establishing, operating or closing a nuclear facility, should provide a management system which establish, sustain and continuously improve a strong security culture.
The structures, systems and components that constitute nuclear power plants are designed, projected, produced and built in accordance with more conservative security requirements than in other constructions. So that they should  be audited with more conservative legislation and high standards which can be held by competent persons and organizations able to apply the relevant legislation and standards.
