In order to thoroughly study the “Nuclear Safety Law of the People’s Republic of China,” and improve the quality of imported civilian nuclear safety equipment, on April 18, the Nuclear and Radiation Safety Center(NSC)Security Review Office organized and launched the first phase of training for the safety inspection of imported civilian nuclear safety equipment.
The deputy director of Chai Jianshe emphasized that for several years, with the cooperation and support of all relevant units, the safety inspection of imported civilian nuclear safety equipment has achieved results in many aspects.
However recently, the phenomenon of violation of laws and regulations in the inspection of imported civilian nuclear safety equipment has occurred several times, mostly due to the following aspects:
- The continuous change of the international situation,.
- Thee adjustment and transformation of Chinadomestic economic structure.
- The unclear prospects for the development of nuclear energy in China.
- The variety of new reactor-types and new technologies streams.
The NSC has found that overseas suppliers have gradually shown insufficient determination to maintain their QA /QC, their research and innovation in nuclear safety equipment, and a stable supply of nuclear products.
The NSC also declared the level of integrity and commitment of several foreign suppliers declined gradually. Furthermore, some distributors and agents in China have no awareness of law-abiding and a lack of nuclear safety culture.
The NSC will invest in technical training for its staff to become more stringent with foreign suppliers and focus in selected equipment to import. This indicated the Chinese market will restrict gradually the import of nuclear equipment.
