Xi’an Nuclear Equipment Co. – the first certified manufacturer of CNSC spent fuel transport container

Recently, CNSC spent fuel transport container manufacturing permit application of Xi’an Nuclear Equipment Co. ( Xi’an Nuclear) has been approved by the National Nuclear Safety Administration (NNSA). It agreed to extend the scope to add CNSC spent fuel transport containers license based on its CNFC-3G new fuel container manufacturing approval.

Regarding CNSC spent fuel transport container, as a major national issue, China Nuclear Power Engineering Co., Ltd. formally signed a contract for the development of spent fuel transport container on December 17, 2010 with the National Energy Administration. To speed up the development progress, CNNC approved the project of “Research and Design of Nuclear Fuel Component Transport Container” in December 2010, and set up a special research team led by Mr. Li Xiaoming, the assistant to the general manager of CNNC. On June 18, 2013, China Nuclear Power Engineering Co., Ltd. formally signed a contract for the manufacturing of a spent fuel transport container with Xi’an Nuclear.

The project was set up by Xi’an Nuclear in February 2014 and was successfully completed by the end of February 2017.

In accordance with the application procedures for obtaining and approving a license for the manufacture of a transport container for radioactive material, Xi’an Nuclear submitted the application materials for manufacture of CNSC manufacturing containers to the National Nuclear Safety Administration in February 2014.  In May 2017, NNSA organized a technical review unit to conducted a pre-certification on-site inspection. Based on the final approval of the technical review, in August 2017, NNSA organized an expert review meeting and, after deliberation, agreed to issue the manufacturing license for CNSC spent fuel transportation containers.

At present, CNNC-Xi’an Nuclear has become the only manufacturer in China that holds a manufacturing license for CNSC’s spent fuel transportation container. This license provides a strong guarantee for the subsequent contract manufacturing of spent fuel transportation containers.
