2018-2020 Action Plan of Clean Energy Consumption

National Development and Reform Commission, and National Energy Administration (NEA) jointly issued the “Action Plan of Clean Energy Consumption (2018-2020)”. It is planned that in 2020, average utilization rate for wind power should reach about 95%, while the wind curtailment is controlled at a reasonable level, around 5%; the utilization rate of photovoltaic power is higher than 95%, and photovoltaic abandoning is below 5%; and national water utilization rate reaches over 95%; as for nuclear power, the nation shall achieve consumption supportability and security.

According to NEA, by the end of September 2018, China’s renewable energy power generation capacity reached 706 million kilowatts, a year-on-year increase of 12%; of which, wind power installed capacity of 176 million kilowatts, and photovoltaic power generation installed capacity of 165 million kilowatts. The consumption of wind power and photovoltaic power generation continued to be improved. In the first three quarters, there were only four provinces -Inner Mongolia, Jilin, Gansu and Xinjiang of which the wind curtailment rate exceeded 5%. While only Gansu, Xinjiang, and Shaanxi provinces have photovoltaic abandoning rated 5%.

The International Energy Agency’s “World Energy Outlook 2017– China Special Report” believes that China’s energy structure will gradually shift to clean power generation, and its strong deployment and powerful policies continue to reduce the cost of renewable energy, so solar photovoltaic will become China’s most economical way of generating electricity. In this case, low-carbon installed capacity featured with hydro, wind and solar PV will grow rapidly and could account for 60% of the total installed capacity by 2040.

The 13th Five-Year Plan for Energy Development and 13th Five-Year Plan for Renewable Energy Development pointed out that the proportion of non-fossil energy consumption during Five-Year Plan period increase to over 15%. As the main roles to contribute to future clean energy increase, wind energy, photovoltaic and nuclear power are the top priority of the future energy consumption structure transformation.
