Emergency Preparedness Planning for Nuclear Accident in Indonesia

Preparedness of all infrastructure and capability of prevention functions ready to be commanded and operational from the facility, regional and national levels, integrated and supplemented by implementation guidelines in accordance with Government Regulation no. 54 of 2012 on the Safety and Security of Nuclear Installations, Chapter V Articles 65 to 93, as well as Head of BAPETEN Regulation no. 1 of 2010 on Nuclear Emergency Preparedness and Countermeasures, is necessary in order to anticipate and provide a rapid response to the possibility of accidents in nuclear reactors.

In an effort to maintain and improve the preparedness of infrastructure and the capability of the prevention function, a coordination meeting focused on the preparedness planning guidance and emergency response was followed by 34 participants from: Pusat Sains dan Teknologi Akselerator (PSTA), which is the Accelerator Science and Technology Center – the Badan Tenaga Nuklir Nasional, known as BATAN (the National Nuclear Energy Agency), the Badan Penanggulangan Bencana Daerah (BPBD), which is the Regional Disaster Management Agency, The Daerah Istimewa Yogyakarta (Province known as DIY) police, the DIY Health Office, the Fire Department of DIY Province, The Badan Pengawas Tenaga Nuklir (BAPETEN), which is the Nuclear Energy Regulatory Agency of Indonesia BAPETEN and other relevant agencies.

The meeting was opened by Director Dedik Eko Sumargoof the Kuliah Kerja Nyata (KKN), the community service, who stated that “accidents occurring inside a nuclear reactor still require outside help, such as regional police, fire brigades and emergency ambulance. Therefore, coordination with all respondents should be maintained to improve capabilities and skills in nuclear emergency response “. This meeting is one means of information exchange and knowledge related to nuclear emergency response between nuclear reactor facilities and regional responder team.

Through the preparation of the Nuclear Reactor Emergency Preparedness Planning and Emergency Preparedness Manual, the Nuclear Engineering and Dynamic Directorate (DKKN) of BAPETEN provides guidance to the licensee in preparing a nuclear emergency preparedness and response plan in order to integrate with regional and national command systems.

Several cross-stakeholder coordination meetings related to the preparation of preparedness plans and nuclear emergency response have been implemented, namely:

• 2013: for the preparation of Contingency Planning Facing the Nuclear Emergency Hazard of South Tangerang City Setu, Banten Province;
• 2014 for the preparation of Contingency Planning Bandung In Facing the Threat of Nuclear Emergency in Bandung, West Java Province; and
• 2015 and 2016 for the preparation of the Kartini Reactor Contingency Plan
With this activity, it is hoped that the nuclear emergency preparedness and response plan prepared by the nuclear reactor license holders will be able to operate optimally at the time of nuclear emergency response.
